Apathy and fear are Null Sec's greatest defenses. In threads about nullsec income, it's always pointed out that highsec is full of null alliance alts earning their income.. It is a relatively small number in Null Sec, somewhere around 6-8% of all players. Then there are loads of young pilots that don't have alts, they are still in their first T1 cruisers. So, you are looking at maybe 50% at most and being generous here have alts farming up ISK in High Sec, that is only 3-4% of the whole population.
It still leaves 70-77% of all the players that could swarm out and crush Null Sec.

Lol, yeah. The swarm of the Mackinaws and Orcas with T1 Hobgoblins. It will be epic. Actually it would most definitely be epic. Prolly one of the most epic things to happen in the history of the game. Don't get me wrong. It would be futile and many, many ships would be wasted. But so epic. Mr Epeen  Forgot which alliance it was so having trouble finding the loss mail but someone dropped a carrier on miners within the last week. They got some support, about a squad of PVP ships and didn't run, instead they killed off the fighters then kept orbiting the carrier and killed it.
(... and no; not a squad of carriers, it was a few logi, tackle and most of the DPS was from miners.)

Lets all hear it for our fine capsuleer Vector Symian and his good plan to bring content to null sec!  Goons started with frigate swarms going out into Null Sec if I remember correctly.
OP - mailing lists and channels. If you get enough people you will want multiple full fleets all firing on the same targets. Mobilise in multiple places. Send out guerrila squads to harass people and attack buildings.
How to prepare:
- Get a lot of good fits to send via your mailing list. - Stock pile items that will be needed in the markets that you will deploy the fleets from. - Make sure people train the right skills. - Get some POSes ready to deploy. - Go and make lots and lots of tactical book marks so that you can fleet warp people around. Make variations to give to your other fleet commanders. - Start getting leadership potential to lead roams through Low Security space for practise. - Set up a line of financing, something difficult to disrupt like trade hub station trading or a good worm hole or two. - Throw masses and masses of cheap ships into killing shiny enemy ones. - Make some jump clone corporations and make sure people can jump clones to empty pods. - Prepare grand speeches and reassuring letters to tell everyone they are anonymous in their numbers and that a few examples means your work is hitting the right note. - Find some motivation for why you are doing it, why when it is difficult they should keep slogging at it.
Above all else, start gathering up people and getting corporations to commit to helping you. This is something that will takes months of planning you really want to go and do something effective.

Eventually, High Sec would lose interest or Null would collapse without the mechanics shielding them and lose their illusions of being at the top of the food chain.
I don't have cat herding skills injected but one day, someone with cat herding V will come along and with Silly SOV that will be an easy possibility.

End their Tyranny. You can do it. Use their methods. Train up an alt that can fly a T1 destroyer perfectly, get a bunch of friends to do the same then declare war on them and station camp them in Jita or find their shopping route. Plant a spy and find out who their NPC alts are.
A properly formulated plan with more time invested than the above and the right numbers can do a great deal more.
